Don’t think I can review this without reviewing the ride chain itself. So to start off, no, Ichibyoshi does not start the search, it’s a generic starter. So assuming you mulligan and open with G1 Tsukuyomi 56% of the time (I think that’s the calculated maths from years ago), then you’re good. Otherwise, having to spend 44% of your games not really being able to make full use of her sucks. G3 Tsukuyomi’s biggest problem is that she has to assume everything is perfect to function, and in testing, you’re going to find cards don’t like being told where to go. The actual chain allows you to gain something should you not hit what you need, and if you have spares of the next link in the chain, good for you, but a skill that requires you to ride perfectly, or ride multiple Tsukuyomis just to fix are going to undermine the plusses you can net, as well as slow down games. 

Basically just Oracle Queen Himiko from Genesis with a lot more concessions to make. You’d probably be better of with slightly older builds until we get support to actually search the pieces for reliably, but until then, get for possible futureproofing but don’t play yet.
