Dueling Dragon, ZANBAKU

I don’t think I’ve ever seen him work, really. I mean, sure the paralyzing of a Vanguard is solid, and can’t be played around except by sack (Zenon, and later Zerachiel once Angel Feather becomes a thing in Standard), but he’s just too strict. First off, you need to open with him AND Left Arrester in the hand to gain the benefits, because missing one piece means the opponent can play around him by just riding again. The entire combo is CB3 and a -1 from Zanbaku and the called Right Arrester, and that can be played around, especially given the lack of Countercharging options Standard Murakumo has.
The skill’s still awful if it goes off though, but that’s generally going to be down to you conserving Left Arrester until you can throw the combo out, and it might be too late then. He’s still enough to base an entire deck around, but beware potential pressure screw if the intent is to actually not burn Million Rat’s CB.
