All face-up Level 3 or lower Sea Serpent-Type monsters you control can attack your opponent directly. When this card is sent to the Graveyard to activate a WATER monster's effect: Add 1 Sea Serpent-Type monster from your Deck to your hand, except "Atlantean Dragoons".

Aside from being a decent LV4 beater with a weenie rush aggro effect, it offsets the cost of a discard and is a searcher.  This card was hit to 1 when Mermails were in their heyday.  Since then, Mermails have fared quite well relative to other decks, holding on an still winning regionals over the years.  Since DUEA and NECH, Mermails had some difficulty keeping up and limiting their cards no longer makes sense.  So, giving them back their support and allowing them a chance to potentially thrive again is definitely good.

Atlantean Dragoons is now Semi-Restricted, which honestly doesn't mean a great deal.  Sure it's nice as an extra asset to the Deck, and a good attacker at 1800.  But if only because it can't search itself via its own effect, having more than one doesn't really do you a GREAT deal of good.  I mean, it certainly by no means harms you, and sure, it will allow you to mathematically Draw into either copy faster than you would if you were just running the one.  Usually moves like this follow falling off the list completely in a cycle or two.  To each their own
