Lucian is an aggro card – not control.  Rally lets your units attack an additional time in a turn, which both his level up and spell card let you do. 

You’d probably want to run Relentless Pursuit in aggro anyway, so that’s a nice companion spell.

In an aggro deck, it’s tricky to get 4 allies to die (without Lucian himself being hit with removal).  Senna would make it easier, but Lucian can be used in decks with or without Senna.  Senna costs 1 more mana, for only +1 offense stat.  And it’s missing the level up/rally effect.  Though with how quick attack works, Senna will survive against X/4 stat creatures that Lucian wouldn’t.

There are some decks that could proc its effect without Senna (i.e. putting Lucian at the end of a Harrowing).  Even without the level up, a quick attack with 3 offense is very good for a 2 cost. 

Though there are plenty of good 2-cost non-champ creatures, especially in Demacia.  With only 6 slots, a deck might want to spend those 3 champ slots on a card with a cost that has less competition.
