Feldon is another important figure from Magic’s lore – you might have played with his Cane, which I believe was made from a piece of a Thran relic. In this card, he’s basically re-affirming that red can now get creatures as good or better than Grizzly Bears. Sligh decks of years past would have killed for a two-mana 2/2 with haste, and that’s going to be enough for a lot of decks. And he actually has a pretty good upside, all things considered: the card you get when he’s dealt damage isn’t free in mana terms, but it’s an additional option compared to what you’d have been doing without it, and it’s easy to trigger through combat or other means while discouraging your opponent from throwing 1/1 tokens in his way.

Feldon’s newest card is an interesting bit of card advantage in a very red package: he wants to keep rushing into danger, and while it’s just a 2/2, it is a 2/2 your opponents may not want to block, given that he effectively draws you a card )or two) when dealt damage. There are plenty of ways to eke out even more advantage, like pinging him for 1 damage to “draw” even more, but even just played at face value, he’s an efficient creature that replaces himself when he dies to damage…or draws out a removal spell, which isn’t the worst thing in the world for two mana. He’s not terribly complex, but he offers quite a bit of flexibility that might pay to play around.
