Super Quantum Blue Layer

When this card is Normal or Special Summoned: You can add 1 "Super Quant" card from your Deck to your hand, except "Super Quantum Blue Layer". If this card is sent to the Graveyard: You can target up to 3 "Super Quant" cards in your Graveyard; shuffle them into the Deck. You can only use each effect of "Super Quantum Blue Layer" once per turn.

Super Quantum Blue Layer has great stats. She is a Level 3 Water Psychic-type monster with 1200 Atk and 2000 Def. Level 3 and Psychic make her a good target for Emergency Teleport. 2000 Def is a decent blocker. I don't believe Water does anything but keep the Water XYZ Super Quant monster alive. 
 
Super Quantum Blue Layer is the recruiter of any card in the Deck. When she is Normal or Special Summoned, you can search any Super Quant card from your deck to your hand. The second effect isn't as useful. If she hits the grave you can shuffle any 3 Super Quant cards back into the Deck. Like the other layers, you can only use the effects once per turn. So the easy combo is to use Emergency Teleport on this to get Red Layer to your hand for future easy Special Summons, or very quick Tribute Summons. Tribute Summons obviously keep the Extra Deck lockout alive for Monarch Decks. 
 
Score: 4/5 Absolutely necessary in Super Quant decks, a good option in Monarchs.
Art: 4/5 Lady cards are fun to look at.
