Domain of the True Monarchs

While you have no cards in your Extra Deck and you are the only player that controls a Tribute Summoned monster, your opponent cannot Special Summon monsters from the Extra Deck. If a Tribute Summoned monster you control attacks an opponent's monster, it gains 800 ATK during damage calculation only. Once per turn: You can reduce the Level of 1 monster with 2800 ATK and 1000 DEF in your hand by 2 until the end of this turn (even after they are Summoned/Set, and even if this card leaves the field).

T-REX Domain of the True Monarchs
 
Most people out there consider this to be and only to be an Extra Deck lockout card, however this is so much more than that.
 
While it is most certainly true that this locks out an opponent's Extra Deck from the game, initially this may well not even be the actual reason as to why you even activated this card.
 
As its second effect it provides all Tribute Summoned monsters that you control with an 800 ATK boost during Damage calculation (only), but also only when attacking an opponent's monster AND only during your turn when you ATK with one. But put simply, this means that no matter how big an opponent's monster is, almost always one of your Monarchs is going to get over it. This boost may not seem like much, but when it means that you are able to clear away BIG and often Extra Deck monsters, you now will have much more chance of keeping the Extra Deck "Lockout" effect going until your next turn.
 
But what I really consider to be this cards most useful attribute is that it is able to modify the Level of a monster with 2800 ATK and 1000 DEF (such as Erebus, Ehther or a Mega Monarch) and make then go from being a Level 8 monster that requires 2 Tributes, instead to a monster that is now a Level 6 and requires 1 Tribute... And what may well be the best use of Domain is that if you are able to activate another Domain, you will be able to activate this effect again! This means that your Level 8 Monarch now becomes a Level 4 Monarch with 2800 ATK!!! And what is so especially useful about this you may ask, especially since the Monarch will now lose its effect? This allows you to have a way to get over an opponent's Fog King even without having to have Sided in preparation for one.
 
 
Rating: 4.5. Locks out an opponent's Extra Deck if you control a Tribute Summoned monster(s), boosts the ATK of Tribute Summoned monsters part of the time AND allows you to Level modify to make your Erebus, Ehther and Mega Monarchs all easier to Summon AND all in one card!!!
This card really is pretty deck defining in my opinion.

Domain of the True Monarchs continues a trend of being a really good Field Spell Card. The first effect of Domain is what makes Monarchs so dangerous to the Extra Deck. With no cards in your Extra Deck and a Tribute Summoned monster under your control, your opponent can't Special Summon monsters from the Extra Deck. The only ways they have around it are to remove your monster or Tribute Summon their own thing. Secondly, we have an Atk bonus of 800 to your Tribute Summoned monsters, but only when they attack an opponent's monster. This effect is interesting in that it doesn't specify any type of monster, so a Tribute Summoned Blue-Eyes White Dragon could hit with 3800 Atk against an opponent's monster. The final effect is the only one that is once per turn. It also only really applies to the Mega Monarchs, but any monster with 2800 Atk and 1000 Def in your hand can have its levels reduced by 2. This effectively makes them a 1 tribute monster. The deck has quite a few ways to search this card via Tenacity and Pantheism. Of course you could always use Terraforming as well. With all of that utility, it makes sense for this Field Spell to be run at 3 in the Monarch Deck.

I feel like it's been ages since I've run a deck with Möbius, the Frost Monarch. Back then, there were no Synchro or XYZ Monsters, it was just Fusions in the Fusion Deck, as it was called. My, how things have changed.
 
Nowadays, everyone and their grandma are running Synchros and XYZs, heck even I'm guilty of it. So naturally, when a card like this comes along trying to change the format, it makes you stop and think. Does this card really work? Is it a threat to modern gameplay? Maybe, if you're clever enough to pull it off. I myself don't see its playability outside a Monarch deck, but I'm sure someone out there will get satisfaction from denying his or her opponent of their Extra Deck. I'd say to the curious and brave, go for it.
 
And just look at that card art, all those Monarchs bowing to a greater power..... Chilling.
