Back in it's release date in the LON days, it was a highly sought after card.  It was a lot more useful in the beatdown era for several reasons.  Protecting your beat sticks from being destroyed in battle was important.  Also, life points mattered much more.  Inflicting 1800-1900 on the opponent was a lot of damage in an era where people were even reluctant to use life point paying cards.  Also, if you can save yourself from life point damage from negating the attack, that was good too.
 
Since then, it's weaknesses have really shown.  It's not chainable, so it's victim to spell/trap removal.  It only negates the attack - rather than remove the threat.  It is, from a card advantage standpoint, a -1.  And a whole lot of other trap cards, competing for your deck space, have come out since 2003.  Lastly, while it was really useful, for a while, in Stall/Burn decks, XYZ's and Synchros have made burn decks practically unplayable.  I picked this card because it was in the new Starter Decks.  A new generation of players will have as a common what we had to pay $20-30 for.
 
It hasn't aged very well (most cards don't), but I still can't say it's a really bad card, from the perspective of a casual player.  It's not an entirely useless card.  It could work for some quick game-ending damage or help an aggro push.  It might even work in some more casual oriented locals.  It's just not consistent enough for big tournament play though.

Magic Cylinder hasn't been looked at in nearly 5 years, we can talk about it for a minute.  Cylinder is my favorite Trap not named Mirror Force or Solemn Judgement.  Can anyone remember when this card was Limited?  I wish it worked in the TCG as it did on the cartoon, requiring a Spellcaster to be used.  It just kinda seems appropriate.  Cylinder can do some serious damage, and it can be a game ending card.  Not necessarily as powerful and obviously not as destructive as say...Ring of Destruction, but that doesn't make it not good.  One very important thing about Cylinder...it Targets, and that can be a big turn off for people.  Second important note here, it doesn't destroy, and while sure, it could do a lot of Damage, destruction is almost always favored over...well...not destruction.  It's slow these days but I sure wouldn't fault anyone for playing it.  I'm probably giving this card the highest score it'll see today, but such is life.

Magic Cylinder is a card that has had its text changed more times than it probably should have.
 
Negating a monster's attack and sending it back at your opponents LP is a good effect and can be a finishing card. It is Unlimited at the moment, making it a pretty good staple in Burn/LP Damage decks. In the game nowadays, if you play three of these, you will reflect three attacks, which in all likelihood take out more than 6000LP. Having to target the monster can be a problem if the monster cannot be targeted by card effects. However, you can combo this card with Mirror Force to wipe your opopnents field of attack position monsters, while dealing damage to them. Your opponent can still Compulse or Book of Moon their own monster and avoid the damamge, but you are still plusing off them doing that.
 
While Magic Cylinder doesn't warrant a spot in the main deck of most decks, it is still a decent and easily-used card.
