Mobius the Mega Monarch is outdated, not improved enough, and not the Mega of anything.  Level 8, two tributes, Water, Aqua, 2800 attack and 1000 defense.  As opposed to the traditional Two Tributes, you can Tribute a Tribute Summoned Monster, I'm sure ideally. a Monarch.  When Tribute Summoned, target up to three Magic or Trap cards on the Field, yours and/or your opponents, and destroy them.  I suppose if you destroy three, assuming everything went through without chain and resolved, and neither player gained/lost other cards, that is a +1 for you.  If you Tribute this card using a Water Monster, the chosen Magic/Trap cards cannot be activated in response to said effect.  Well, ironically, better as that is, it doesn't generate you more than the original +1.  Too many hoops, too much condition and situation, and not enough benefit.

Another expansion and another new Mega Monarch, in this case Mobius the Mega Monarch the Mega mode of Mobius the Frost Monarch. Statwise it is a WATER/Aqua which is good with 2800 ATK, what you would expect for a level 8 and 1000 DEF, awful for a level 8.
 
Like most tribute monsters these days, it has an alternate summoning condition, in this case it can be tribute summoned using 1 monster that already has been tribute summoned. No matter what way you look at it that is still 2 monsters so the alternate summoning condition doesn’t really help.
 
Effectwise, it has a slightly stronger version of  the original Mobius’s effect, now it can destroy up to 3 Spell/Traps but to be honest unless there are 3 cards to destroy you might as well use the original version. This card does get an additional effect if a WATER monster was tribute for this card tribute summon the target cards cannot be activate in response to the activation of the effect.  This does give some protection but it isn’t enough to warrant the use of this card.
 
Overall, like Granmarg the Mega Monarch the original is the best, so far these Mega Monarchs aren’t that Mega.

The second of the “Mega Monarch” monsters is here and it's a good one. Mobius the Mega Monarch is a Water, Level 8, Aqua-Type monster with 2800ATK/1000DEF. “You can Tribute Summon this card by Tributing 1 Tribute Summoned monster. When this card is Tribute Summoned: You can target up to 3 Spell/Trap Cards on the field; destroy those targets. If this card was Tribute Summoned by Tributing a WATER monster, add this additional effect.● Your opponent cannot activate the targeted card(s) in response to this effect’s activation.”.
 
Attack is consistent with most level eight monsters, defense matches with all “Monarch” monsters. Monarch decks can run level eight monsters (Light and Darkness Dragon) to combo with the Mega Monarchs, so Trade-In is a viable choice to help you out. When Mobius is Tribute Summoned, you can target up to three cards in your opponents spell/trap zones and destroy them, that's pretty good, one better than the smaller Mobius. If a Water-Type monster was used to help Tribute Summon this Mega Mobius, your opponent can't chain any of the targeted cards, even better! Nothing like destroying spell/traps your opponent has and stopping them from activating them at the same time. If you have a monster you Tribute Summoned on the field (a different Monarch) you only need one Tribute if you use that monster. This is the best of the “Mega Monarch” monsters so far (and Thestalos the Mega Monarch isn't going to top this). Destroy three spell/trap cards your opponent has, if you use a Water-type along with the Tribute Summon they cannot chain them. Soul Exchange with Treeborn Frog on the field and an opponent's monster, bring out Mobius and get it's effect and destroy up to three.
 
Getting the Tribute Summon to only cost you one monster may be a little tricky if you are trying to get of Mobius's sealing effect on the spell/trap destruction. There aren't many Water-Type monsters you will be using a Tribute Summon on. You'll likely have to use Soul Exchange with Treeborn Frog or another Water-Type monster. Certain cards can be used in combination with this card so you don't lose advantage on the field or in the hand as you set this up. The only real drawback would be if you waited while setting this up, finally played your move, and ended up getting an Effect Veiler dropped on you for all your trouble.

Mobius the Mega Monarch

Basically, an “upgraded” (scare quotes) version of Mobius the Frost Monach. It's a hair better, but the improvements are not nearly worth the added restrictions.

400 more ATK and even an ability that prevents your opponent from chaining cards (yet still lets them use cards like Solemn Warning) pales in comparison to the requirement of tributing 2 monsters. Actually, it's worse than just tributing 2 monsters because you have to wait a turn, hoping nothing goes wrong.

Tribute summoning a monster is risky enough, but having to tribute summon a tribute-summoned monster just adds more restriction. The chances of being able to summon this card in a duel are slim. You would have to draw a LV5+ higher monster, draw this card, summon the LV5+ monster and then summon this card, all while your opponent conveniently does nothing to halt you.

On top of that, when you somehow do summon it, you will only get card advantage if your opponent happens to have 2 or more Spell/Trap cards. Actually, the opponent would need to have 3 in order to make this card worth it. And most decks don't rely on 2-3 Spell Trap cards.

As it stands, if the original Mobius is not seeing a ton of use today (though it can be a useful side-deck option for some), then there's definitely no use for a much weaker version of him.

TLDR: Use the original Mobius the Frost Monarch instead. This card sucks.

In the dark days of the GX era, there were only two types of players: those that Monarch'd and those that got Monarch'd. In memory of that series of monsters, it would seem Konami has introduced newer "upgraded" versions in the Mega Monarchs (really? Mega Monarchs? Did you get that name off a 7 year old?). Today we look at one of those monsters: Mega Mobius.

What he does is fairly straightforward: he blows up backrow so you can then pummel your opponent. Also, they cannot chain to his effect with the three cards you target (and most people don't set more than three cards anyway), so you have nothing to fear once you use him apart from the occasional Effect Veiler (though almost every Effect monster fears her icy touch).

He's not very good, but not very bad either. As it stands, there are just too many better alternatives out there.

Mobius the Mega Monarch
Although it has its issues, Mobius the Mega Monarch is much better than the previous Mega Monarch, Granmarg. For the cost of 2 tributes, Mega Mobius destroys 3 spell/trap cards, compared to 1 tribute to destroy 2 spell/trap cards for the original Mobius. This makes the Mega Monarch a higher risk for a higher reward. With cards like Warning, Veiler, and even Fiendish Chain seeing play, this is typically not worth it.

What Mobius does have going for it is its Water attribute. Since the primary tribute fodder for Monarch decks, Treeborn Frog, happens to be Water, Mobius gains its additional effect. This additional effect prevents the targeted cards from being chained. This allows Mega Mobius to work around commonly played traps such as Fiendish Chain. Preventing your opponent from chaining the cards you are destroying makes Mega Mobius a better card overall than the original.

Getting 2 tributes out for Mega Mobius isn’t too bad when you consider 1 of them is a free Treeborn Frog. An easy way to get the other tribute is a Battle Fader. Still, it’s a lot easier to get just 1 tribute for a Caius or a Raiza.

A significant problem with the card is there are still ways to counter Mega Mobius too easily, even with preventing your opponent from chaining the spell/trap cards you target. Warning negates the summon of Mega Mobius before its effect can activate, meaning Warning gets around Mobius’s anti-chaining effect. Veiler is activated in the hand, so it also gets around Mobius’s additional effect. This is only 1-4 cards in your opponent's deck, but it's a risk you have to make when using Mega Mobius.

Overall Mega Mobius is playable in a Monarch deck, but he’s a borderline option.
