I’m a simple man: I see Hanna in a card’s art, I put it in a deck. Well, usually – there are some out there which lean a little too much into white’s old wheelhouse of making sure nothing happens until everyone’s library runs out. Scroll Rack is not one of those, fortunately, but it is one of those cards where you sometimes aren’t sure exactly how it defeated you until the game is over. In addition to being a legal way to metaphorically stack your deck (the main one in Legacy now that Sensei’s Divining Top is banned), it’s also good at hiding cards in your hand from Duress effects and making sure you have the right lineup for things like Realmwalker

Constructed: 2/5 (it’s a little too fair by the standards of Legacy or Australian Highlander)
Casual: 4/5
Limited: 2/5
Multiplayer: 3/5
Commander [EDH]: 3/5

Scroll Rack is one of those beloved Commander cards for its ability to, in effect, give you a second hand and set up your plays along the way. It’s good at that, but it’s extremely narrow card with a pretty tight focus; it shines best if you can shuffle away things you don’t need, but remember that it itself does not do that on its own. Recent reprints have helped to make this a bit less exorbitant in terms of price, but while it looks like it can do a lot, I’d say it’s an effect whose value tends to be grossly inflated. It’s also pretty pointless in Legacy, as a consequence of it being too slow to really have much of an impact; I suppose you can use it to approximate Sensei’s Divining Top, given that the annoying little top got a ban from Legacy, but you might just be better using cards with more of an immediate and sustained impact, as Scroll Rack takes too long to do what you would want it to do.

Constructed: 1.5 (too slow for Legacy and Vintage)
Casual: 3 (it shines best with things like Miracles, if you want to use this)
Limited: 2 (you’re probably taking this for use outside of Limited, because this card is not good in Limited)
Multiplayer: 3
Commander [EDH]: 4 (it has a rather nice list of applications here, though I’d hardly call it an essential card)

One of the best artifacts ever printed in the game!  Scroll Rack is still widely used in legacy, commander, and vintage.  A great way to add card value and remove things that are not needed via placing them back on top of the deck and either playing Ponder or using fetch lands to shuffle your deck.  Another great way to get full value with scroll rack is using miracle cards that happen to be in your opening hand and placing them back on top of your deck.  There are so many combos and uses for Scroll Rack that they had to reprint it in Commander Legends due to popular demand!  Solid card still used all these years later.

Commander [EDH]: 5/5
