Luminous Energy (SV Paldea Evolved 191/193) is a special energy card which provides every type of energy but provides only one energy at a time. However, if the Pokemon this card is attached to also has other Special Energies attached, then it provides just C.

This is yet another card with an identical effect under a different name. The card that does the same thing was Multi Energy (EX Sandstorm 93/100, EX Emerald 89/106, EX Holon Phantoms 96/110, EX Power Keepers 89/108, DP Mysterious Treasures 118/123) and it has been reviewed only once by the review crew. Multi Energy seems like a nice alternative if that’s the only Special Energy players want to use, yet they have to be careful not to attach two of them on that same Pokemon, otherwise both of those Multi Energies provide CC instead. However, Rainbow Energy provides any type of energy whatsoever without being restricted. I think because of a single damage counter placement and competition from other Special Energies is what keeps Rainbow Energy from being THE most dominant Special Energy card to run.

Ultimately, you only need to use Luminous Energy if your deck is running multiple energy types; there are still some Dragon-type Pokemon whose attacks cost at least two different energy types. Otherwise, it’ll be efficient to run just Basic energies as they are easier to recover than Special Energies. Still, options are nice to have, and I may consider running Luminous Energy if I were to use other attackers of different types, much like how I’ve used to use Prism Energy back in 2012 to enable myself of using different type attackers.
