This version of Spider-Man is one I’m less familiar with, so I hope you’ll forgive me for not having very much in-depth analysis. Come to think of it, the Spider-Man set has brought my attention to some Elseworlds-style stories or versions that I wasn’t even aware of at all – we usually think of these sets as being aimed at attracting the property’s fans to Magic, but they can do other things too.
The Man-o’-War ability is easy to underestimate, but people have been getting blown out by it since 1997. It was a part of Magic’s zeitgeist in the middle years and how almost everything seemed to be coming together with the intention of invalidating big creatures. Reanimate might cost one mana, but Man-o’-War is only three; Akroma might have a million keywords, but protection from blue isn’t one of them. Miguel O’Hara is too expensive for that type of old-school blowout, though the ability still isn’t useless on bigger creatures – compare Angler Drake, quite useful in Amonkhet drafts. In Commander, you’ll probably be using him more for his global pseudo-Curiosity effect, which is perfectly fine for pulling ahead. He’s in the right color for evasive creatures, and he plays pretty well with some of the other spider-variants.
Speaking of which, the sheer number and diversity of such variants make me wonder if there’s some kind of rogue strategy involving a bunch of them plus Patriarch’s Bidding. If that turns out to be the case, Miguel O’Hara has a decent case to be included there, as his comes-into-play ability can give you an edge in a close one-on-one game.

As part of the Eternal subset, this card’s legality in only Eternal and Commander formats is reflected in its scores.
At some point, I do wonder how many Spider-Men is “too many”. This version of Spider-Man 2099 doesn’t make me think that there’s more room to expand and expound on things. It’s not a particularly particular card: it’s a legendary Man-o-War with a Coastal Piracy-style effect stapled to it. On its own, this is a fine card that does two things that pair well together, but this just feels really underwhelming when stapled to a five-mana creature? Don’t get me wrong, it’s certainly not abjectly useless, but it feels like too much of an overpay for what you get, and being mono-blue does make this a trickier sell outside of five-color Spider-Man decks (or decks that have room for this). It’s serviceable in Commander if you need these two effects on one card, but I’m not going to expect this to make any sort of splash in Legacy.
