If this card is Special Summoned: You can target 1 Level 4 or lower Psychic monster in your GY or banishment; Special Summon it, then you can increase its Level by 1, also you cannot Special Summon from the Extra Deck for the rest of this turn, except Psychic monsters. You can only use this effect of “Silent Psychic Magician” once per turn. If this card you control would be used as Synchro Material, you can treat it as a non-Tuner.

Silent Psychic Magician is a new generic Psychic weapon for the Psychic archetypes.
As stated above, generic in nature, low in Level (5) and a Tuner that can be treated as a non-Tuner for a Synchro Summon, Silent Psychic Magician has a good deal going for it, as well as 2400ATK for a Level 5. When you Special Summon this monster you can Special Summon a Level 4 or lower Psychic from your grave or banished, making this monster an instant Level 7 to 10 Synchro on its own because it also raises the Level of the monster it Special Summons by 1. Locking you into Psychic monsters from the Extra Deck afterwards isn’t too bad, just get your other Special Summoning from the Extra Deck done beforehand.
Because it can be used as a non-Tuner like Mind Procedure, you have a great amount of flexibility with the amount of Tuner monsters Psychic archetypes can run. Virtual Worlds run Level 3’s and Kozmo run Level 4’s so this monster could find its way into the Extra Deck of those archetypes. This is just another weapon in the Psychic archetypes ability to Synchro Climb and with this basically Special Summoning the Tuner used to Special Summon/Synchro Summon it, you can at least climb into a Level 7 at the very least.
Silent Psychic Magician boasts good ATK for a Level 5, doubles as a non-Tuner while maintaining Tuner status, Special Summons a Level 4 or lower Tuner from banished or grave, making it an extender, and can increase its Level by 1 to increase the range of its ability to Synchro Summon. Making it easier to Synchro Summon and get to higher Synchro Monsters is a welcome weapon to any Psychic-based archetype. Virtual Worlds run a few Level 3’s, while Kozmo run a few Level 4’s. Could they make this reliably? The Level 5 of Silent Psychic Magician makes it less likely, but with tomorrow’s card we’ll review, it could open up a wide range of options for any Psychic archetype and makes this monster easily accessible for a cost, but one players will be likely to pay.

We aren’t just retraining some of the first Psychics, as the Banish Psychics from Extreme Victory join in as well as Silent Psychic Wizard becomes Silent Psychic Magician.
Silent Psychic Magician is a Level 5 EARTH Psychic Synchro Tuner with 2400 ATK and 500 DEF. Nice ATK on a Level 5, EARTH has been solid for Psychics in the past, and a Level 5 Tuner is useful. Materials are any Tuner and non-Tuner(s), shockingly not needing a Psychic to summon. Upon Special Summon, you can target a Level 4 or lower Psychic in your graveyard or banishment and Special Summon it while also having the option to increase its Level by 1, giving you a way to climb into your bigger Synchro bosses like Psychic Blaster Mk-II, Psychic End Punisher, or Juraishin, the Cursed Thunder Deity. You’re locked to only summoning Psychics from the Extra Deck for the rest of the turn after using this effect, though, likely to prevent this being a generic extender. HOPT on that effect, and you also have the option to use this as a non-Tuner to Synchro Summon a Psychic, in case your best target to recover is a Tuner. It’s another solid card for Psychic Decks by extending your plays and being fairly versatile to summon Psychic Synchros. Thankfully the lock isn’t for the whole turn and just the rest of it, meaning you can make non-Psychic plays first with this at least. A good card for the Psychic pile.
As for Genesys, basically everything about this card would remain the same, while P.U.N.K. does perform well in Genesys.

Silent Psychic Wizard also makes its triumphant re-debut as Silent Psychic Magician, a level 5 EARTH Psychic Synchro Tuner monster. It’ll take any Tuner and any number of non-Tuner monsters, but as is usually the case, you’ll want to be making it with a Psychic monster if you can help it. Serene Psychic Girl can summon Mind Procedure (and vice-versa, through Teleport Spells) and immediately go into it, so that’ll be your bread and butter combo. Magician’s stats are decently improved from Wizard’s, gaining 500 in both stats for a total of 2400 attack and 500 defense. They’re still not great, but it’d be a little depressing if a Synchro retrain had the same stats. Fun fact: I used Wizard as a beatstick in Duel Links. Depressing times!
Like Mind Procedure, Magician can be treated as a non-Tuner if it’s being used to Synchro Summon a Psychic monster, which is borderline necessary considering both Psychic Girl and Procedure are Tuners. Magician has a single hard once per turn effect, triggering on Special Summon to let you target and Special Summon a level 4 or lower Psychic monster from your Graveyard or banishment and optionally let you increase its level by 1, though you’ll be locked into Psychic monsters from the Extra Deck for the rest of the turn– not a problem in pure builds or in P.U.N.K. hybrids. There are a lot of options here; you can revive Procedure and increase its level by 1 to go into the new Psychic boss monster, or revive Psychic Girl (alternatively, keep Procedure at level 3) and go into P.U.N.K. JAM Dragon Drive to branch into P.U.N.K. combos or make Psy-Framelord Omega for a hand rip. Whichever you choose, Magician is a simple but powerful combo piece for Psychic decks. I can only complain that it being level 5 makes it awkward in P.U.N.K, but fortunately Psychic Girl has us covered. Oh, and the Psychic lock is a bummer in the context of the new Assault Mode support, but we can’t win’em all!
