Well, lets look at the Pokemon first. Fossil Raichu takes to much energy and is just to slow so drop the whole Raichu line, giving us 7 extra spots. Three Cleffas is a must so add in one.  Lets add 3 Rockets Zapdos to add some quickness and Resistance to fighting. Swap one of the Raikou for the holo one for added options. Add One more Lanturn so you can find them easier.

Next up the trainers. This needs lots of help, first off the balloon berries have got to go, they are only useful in modified for standard use Switch it gives you more options and can cure you of status affects and break locks, so I will add 2 switch. You have no draw power!!!!!! Well, lets add 3 Oaks and 3 Elms (the new standard for standard)? this will also let us cut down on the energy you need for the deck. Four Gold Berries AND 3 Focus Bands it seems a bit much lets go with 3 Gold Berries and 2 Focus bands. The resistance gyms are not needed (use the Lanturns to hit anything with a resistance) trade them for Healing Fields (to help the Rocket's Zapdos ). You need some of the basic trainers in here, Item Finders, 3 should do fine, 3 Gust of wind, and 1 Nightly Garbage run to round things out.

Now for the energy. We added some draw power so we can drop the Lightning to say 15 and add in 3 Metals (for Rocket's Zapdos and Cleffa) and 2 Recycle and drop all of the Water.
