This will be the simplest review yet: In standard, bad. In modified, not too bad. I will elaborate for the purposes of meeting the mandatory word count. Standard has Oak, Computer Search, Item Finder, Elm and just plain Bill. Mail From Bill just doesn't make the team, by a LONG shot. 1.5/5 in standard.

Modified, however, only has card drawing with a downside. Mail From Bill has the downside of being useless in a big hand. But if you play lots of Pokemon Items(Gold Berry, Focus Band) and what not, you can usually drop most of your hand and then draw some more. Still, Wrath, Elm, and Secret Mission are generally superior, unless you have very small hands as a general state. Maybe use with Blaine's Gamble and Blaine's Last Resort. Meh. 2.25/5

Limited, card drawing is a blessing in any form. 3.5/5 in draft/sealed.

I'm not sure I like this card. Draw up to 4? Normally in a game of pokemon, don't you have 4+ cards in your hand? I think so... there are better drawing cards in the pokemon sea. =/
