5 is the highest rating.

Beastly Mage

Neji Hyuga [Better Power of Insight than the Sharingan Eye]

A Neji with a valid effect? Let's check it out. This Neji can do a lot against Uchiha decks. For one Earth chakra, you can negate one of your opponent's Jutsus with the Sharingan requirement. Note, however, that it's only "Sharingan Eye" requirements and not character-specific Jutsus such as Chidori or Tsukuyomi. Still, this is a pretty good sideboard material against Uchiha/Sharingan decks. Try it and see.

Ratings:

Limited: 3/5 (Good stats at turn 2)
Constructed: 3/5 (Anti-Sharingan Sideboard)
Art: Everybody was Kung-Fu fighting!/5

Alucard of the Abyss

Today we get to one of two new Neji from Battle of Destiny and it's certainly the inferior of the two and probably the worst Neji in the game. Today's CotD is [Better Power of Insight Than Sharingan Eye].

As normal the stats. Standard with Neji, 3/0 Healthy and Injured. Also standard is his Byakugan and Growth. His effect is, to sum it up in short, bad. When he is battling you can discard one of your Earth Chakra to negate and discard a Jutsu with requirements "Sharingan Eye" being played by one of your opponent's Ninja. Now, think for a second of the only card that even sees play with a requirement of Sharingan Eye. The card(s) itself "Sharingan Eye". That right there instantly shoots down his usefulness. There is really no reason to run this Neji over [Detection by Byakugan], [For Those Who Believe in Me] or even [Another Method for Absolute Defense]. He isn't even good side deck material because of the small amount of Sharingan Eye cards that see play.

In limited he is decent for his stats. His effect is just about worthless in this format. Not much else to say.

His art is about as bad as the effect. It has bad art for a Neji card, which usually has really good art.

Constructed: 1/5 (there are much better options)
Limited: 2/5 (only for his stats, not effect)
Art: 1/5 (probably the worst of the Neji cards)

The last CotD this week is the heavy hitter for Wind and the only non-Platoon non-Summon Ninja with an 8 Combat. Be sure to check back to see.
