The Great Refuge is not unique.

When you flip The Great Refuge, search your deck for an Inhumans character card with cost less than or equal to the number of face-up resources you control. Reveal that card, put it into your hand, and shuffle your deck.

The Great Refuge

Basics: This card is a must search card for Inhumans.
Constructed play: While a must for any Inhumans decks, having all face-up resources can be tricky to pull off. I would probably stay away from an Inhumans variation deck for this reason alone. However, I have seen some pretty remarkable things happen with the Inhumans/Quicksilver deck.
Limited play: This is a difficult card to pull off in this format. In limited you will usually end up with some sort of character in the resource row - perhaps even multiple characters. However, limited search is usually better than no search at all, so it really depends on your take at that point.

Ratings:
MMA constructed - 4.0/5.0 ...This is the search card for Inhumans.
GA constructed - 4.0/5.0 ...ditto

Limited - 2.0/5.0 ...Search is still search
 
Undefeated of the East The Great Refuge.

This location from Heralds of Galactus is the "tutor" for the Inhumans affiliation. Any team that has a tutor are usually the more playable ones. This location is non unique so its kind of like Mountain Stronghold from DC Origins for the League of Assassins. With terraform, this card allows you to switch face down resources with this card if it is in your hand and during the build phase, that is great because if you placed a non-reservist character in your resource row now you can put that otherwise unplayable card from the resource row to your hand and a usable card in your resource row. This is important because one of the Inhumans' theme is to have all your whole resource row face-up to take advantage of cards like The Outside World, Blue Side of the Moon, Human Torch, It's Slobberin' Time, and etc.
Only real downside about this card is that to hit your curve you cannot have any face down resources, so you have to play with caution.

Golden Age Rating: 2/5 Much more reliable searchers in this format, but there is really only one real searcher and that is Enemy of My Enemy and possibly the recently released Mobilize.

Silver Age: 3/5 Inhumans in this format is about being a support team mostly using Franklin Richards to move your cosmic characters into your hidden area. Altho EoME is still king this is a nice option.

Modern Age: 3/5 More or less the same as Silver Age rating.

Limited: 2/5 Searchers are good, but this one is really restrictive.

Hey gang, as a special Friday treat, how about some special insight into how I do my reviews? See, I work midnight to 8am, so I look at the card when I get to work, let ideas bounce around in my head all night, then around 7ish, I write the review. Well, I forgot that I have my monthly meeting at 7:15 today, so I've got about 5 minutes or so to write a coherent review.
Let's begin, shall we?

The Great Refuge is one of the cards that powers the Inhumans "keep your resource row face-up and score some sweet effects" strategy. In this case, the more face up resources you have, the bigger character you can search for. If your whole row is face up when you flip The Great Refuge, then you can search on curve, either for this turn's character, or for a powerup.
Terraform is a great mechanic, and lets you replace a character in your row with Refuge, "rescuing" that character, and giving you a better chance at an all faceup row.

It's good in Sealed too...gotta run!!! Legion of Super Heroes next week!
