Jesus. A Legion pair that Legion with...each other. So yeah, makes sense to plonk them into one review. Once they're paired up together, on attack, you Counterblast 1 and Soulblast 2 to grant up to 4 front-row units 5k until turn's end. At the same timing, you can also Counterblast 1 more and put 2 cards from hand to the soul to drop 1 Drive Check, but allow the Vanguard to stand after the battle. Both Legion skills are once per turn.

The pair together are cool, I guess. For effectively Counterblast 2 and a -2 to yourself, you can't make back your advantage on any more Drive Checks but you get a heavier Vanguard (31k minimum without triggers). The main downside is the ease of guard and the lack of any real pressure before 4 damage, as both attacks incur only one check, and a savvy opponent will save a Perfect Guard. Sword Boys are also not very good at keeping card advantage so anything that blows up rear-guards and/or is very aggro will make this struggle. Not that it stops Victor Nova Grappler though.

Aggro is aggro. Not the most effective aggro but I'll take it.

On the surface, a restanding Legion looks fine. Both of these cards can act as Legion leader and mate, so there's no bad ride, unlike a deck like Dragonic Kaiser or The X. Though you still break even after your restand, you only get 2 drive checks instead of 4, like Thing Saver and Phantom Blaster Abyss would. Thus, you miss out on the pressure of sacking a lot of triggers. To be fair though, you still exert pressure due to Jiroutachi Toku basically giving your Vanguard column 10k and the rearguards 5k, so an argument can be made that you don't need to check triggers.

But, since Legion and Stride require both players to be at Grade 3, Legion is looked down upon in most cases due to Strides shelling out more power, now that every clan has seen their fair share of support. The Legion can fuel the soul for you, but so can your Stride boss from the Trial deck.

This Legion will indeed punch hard, but your Stride zone punches harder. Even though Mikazuki Toku is a minus to you, he's still better at closing out the game.
