[ACT](RC):[Retire this unit] Choose up to one of your vanguards with "Overlord" in its card name, and until end of turn, it gets "[AUTO](VC):When this unit attacks, Counter Charge (2).".

Oh dude. Dude. This card. All of this card. New Conroe, when called from the hand, reveals a Grade 3 in the hand to the opponent, adds any Overlord from the deck to the hand (Phantom Blaster Overlord!), shuffles the deck, then discards one card. He also has an ACT skill that retires himself: for the whole turn, whenever your Overlord Vanguard attacks, Countercharge 2.
Primarily you're looking to not only add your ideal ride, but also discard Overlords to the drop zone for Dragonic Burnout and/or new Bahr (he's like a Foolish Burial. Except for Vanguard). As for the second skill, it's nice, but I wouldn't use it unless I had a spare booster on hand. Kagero can't fetch those easily, you see.
Just mind that you don't rely entirely on Conroe to fetch your best Ride: there's only 4 copies of him in the deck. To that end, I kept one Blademaster in my build, just so he can work in conjunction with Lava Flow Dragon to do relatively the same job.
Nevertheless, still a staple.

Wow, he went from a Soldier to a General, huh?  Annnd he's apparently an overlord Zealot now...  EEK!
Okay, so first skill is basically a stride enabler's skill, reveal grade 3, go fetch specific grade 3 from deck. Nothing new there.
I DO like that second effect though.  Retire it to let your Overlord Vanguard counter-charge two?  That...  That's really good.  No need for Soul Blasting here to do that?  I like it.
Yeah, I'd use this.  Seems really solid to me.
