Well, talk about a no-win situation. X-Phoenix needs to finish a battle at 35k or greater power and his attack needs to not hit, but once that's done, CB1 to draw a card.
 
So yeah, combined with Grandgallop's Stride skill, you're looking at a guaranteed +1 for CB1 no matter what happens. (You know, as opposed to Megacolony's Paraspear which is basically a +1 for jack nothing, stupid fucks). Condition is easy to fulfill, but then again, that's pretty much why the skills is pretty boring.
 
Keep in mind that it's pretty much forgivable as long as we English meta people can run Laurel at 4. Get one and then use your better ones for much later.

So what does our next Super Robot bring to the D. Police?
 
If you can boost it an additional 9000 (being 26000 on attack), which isn't hard to do in D-Police, if the attack fails to hit, you can CB1 and draw a card.
 
Oh, nice, Overlord the X levels of Catch-22 here.
 
Though, in this case, it's not much, but more cards in hand isn't bad, plus at that level, you're almost forcing a perfect guard.
 
Almost, seeing as you can now use the G-Guardians to stop the attack.
 
Course, you don't even need boosters if you hit two triggers during the Triple Drive, so that's always nice.

*Ahem*  Anyway, one last thing before I go, a week ago, I said you could use units like David to cover the cost of Distress Dragon.  I was wrong, I mis-read Distress Dragon and didn't realize that it was an effect, not a cost.
 
It's been awhile since I've seen units that do stuff for effect like that and not costs, so, my bad on that one.

[Super Cosmic Hero, X-phoenix]

The Cosmic Hero rearguards that came out in the Extra Booster last year liked to give their vanguard on-hit effects that opponents just threw a PG at, and this unit aims to give you an advantage regardless if they let you hit or not. He's an okay first stride if you don't have any face up G-Units already. However, if you go first, you could G-Guard and immediately start shoving your X-gallop down your opponent's throat on your next turn when set 7 comes out.

He does his job well, but X-phoenix is wholly just a 1-of. He'll only be guarded if you give him on-hit effects, so that really restricts him to Cosmic Heroes and Enigman's crit effect.
