I can’t be sure, but I suspect that Zendikar Rising‘s Rogues are not just here for themselves, but so that their visual elements can provide comfort to players who miss Ninjas. They actually also have the “saboteur” elements in common too, as exemplified by cards like Soaring Thought-Thief. If your opponent doesn’t have eight cards in their graveyard when he first comes into play, they soon will, and the Rogue deck tends to snowball from there. His mana cost is great, his stats are efficient, flash makes him flexible, and he’s got all the tribal support in the world right now – Soaring Thought-Thief is a very good card.

Rogue support and mill support are both a very real thing this time, and Soaring Thought-Thief is a nice bit of support for decks that like aspects of both. Milling all opponents can help to mitigate the weakness of the strategy’s focusing in on one victim, and that power buff can really help expedite games where decks are plump. The Soaring Thought-Thief itself even has solid stats, between evasion and decent toughness, and that power buff does not exclude itself (and even stacks). This might be a key piece towards making mill less of a fringe strategy, and there even are cards in deeper formats for it to synergize well with (like Bitterblossom, which makes a steady stream of Faerie Rogues).
