It’s hard to evaluate cards like this because they really are as straightforward as they look. If you’re in blue and green, and you have merfolk, she makes them all stronger. The mana cost and power/toughness ratio are an efficient combination that calls back to the powerhouse that is Lord of Atlantis, although the requirement that you play both blue and green is a little unusual for this particular tribe. On the other hand, that not only gives you access to Ixalan‘s interesting designs, but also to older power cards like Cold-Eyed Selkie and Selkie Hedge-Mage from Eventide.

I don’t think it’s too big of an exaggeration to say Merfolk Mistbinder was one of the key pieces the Standard Merfolk deck needed. Giving all your other Merfolk +1/+1 is an excellent deal for two mana, and the tribe’s proclivity for going wide with an army of small creatures means Mistbinder gives a lot of bonus stats for only two mana. It even has seen a small amount of Modern play; being two-color is a touch awkward, but it’s a third two-mana lord alongside Lord of Atlantis and Master of the Pearl Trident. It’s not flashy, but it’s a very solid card in Merfolk decks everywhere.
