Whoa.  My only opinion on this card at this point is this:  It is so stupidly expensive, it is either retardedly good, or horribly bad.  There is no in between. Only time will tell which it is, but I'm leaning toward bad.

Every once in a while, R&D lets a card slip through development that is way too powerful for type 1. This is one such card, as the mana this can generate is just sick. Combine this with Tolarian Academy, and you get some really broken stuff happening.
 
In all other constructed formats, this is quite blase, as all this will typically do is untap all your artifact creatures. So unless you're playing with a lot of artifacts, this won't do much. It won't do much in limited or casual formats either.

Uh, this card costs 14 mana. FOURTEEN MANA! FOURTEEN! I know we all went through this with Broodstar, but this card does not swing for 12 with haste when it comes out. FOURTEEN MANA! Can’t I just cast Turnabout for four mana and not have to worry about affinity, and have more versatility? Sorry, I just cannot get past the fourteen mana thing.

Uhh…wow, that costs a lot.  No, really, I mean a *whole* lot.  Even with affinity, I don’t see this making a sufficient impact on any existing deck, nor do I see a new deck becoming viable.  “Poop” is the short version of this opinion.

 

For casual…you’re probably playing with a whole bunch of cards that are just superior to this anyway (see Turnabout and Reset).  You won’t be seeing this in Mental, and it’s no good in big-deck format.  Still “poop.”

 

Even if you draft a fantastic deck, you aren’t going to find a real solid use for this card, and it’s definitely not good enough for sealed.  Final verdict….yep.

My lord this ting is expensive even for an affinity card. Wow it un taps all artifacts when it resolves and I still don’t really care yet. Well I know that you can make a lot of artifacts and the cast this for less mana than you are generating to get more mana and then cast some massive damage or card draw spell. Nope I still am not that impressed currently. This card can be abused and probably will be, but it is going to take a few more cards to do it.

This card has SERIOUS balls for walking in here as in Instant with a cost of
12UU, I'll give it that. Let's keep this one short. When you are looking at
two blue affinity cards in the Mirrodin block that cost a lot of colorless
mana to go with two blue mana, Broodstar GOOD, Blinkmoth Infusion BAD. This
card has "casual" written all over it. Yes, it looks like it could go in a
wacky affinity combo deck. Count me out.

Yet another draco-explosion card.  Otherwise it seems too expensive,  and
you won't get enough value out of it.  Turnabout is ten times better, unless
i'm missing something.

A nice trick to have at instant speed. The likely hood of having around 8 artifacts in play (to make this around good) is fairly high, especially when people want to pump up Ravager. Total crap if your artifacts are destroyed, and would be stuck in your hand for a while, as do most affinity cards until 1 turn. It’s a nice trick to have, but it’ll be a dead card all too often, I predict.

In limited, it’s a nice trick but I doubt I would ever have that many artifacts out to make the ability worth it.

When is the last time you saw a 14 cost card?!?  Even with Affinity this probably won't be playable until at leats turn 4 at which point it grants only a mediocre ability. Look for artifact based control or combo decks to make use of this card but that seems to be the limit of its power.

Constructed - Some abuse potential but I don't see it changing the format - 2.0

Casual - Darn expensive and with little push - 2.5

Limited  - Almost never worth it for this format - 1.0
