Not bad.  This is actually one of the better Raindance decks I've seen. 
The first thing I would change is the number of Basics.  I would add another
Lapras and Articuno, b/c even with 10 Basics, I still mulligan a lot.  Other
than that, that is exactly how I run my Pokemon.  As for Trainers, I would
drop the Traders and 2 Goop Gas.  I would add 2 PlusPowers (you need them
for 'Buzz) and 2 Item Finders.  As for the Energy, I would drop 6 of them
for 3 NGR and 3 Energy Retrieval.  Trust me, it works.  You can Oak and Bill
more freely with NGR, and Energy Retrieval is always a bonus.  That is
almost the exact list of my Raindance (I have RSA's for the Lass meta-game).

I was looking at the section of your deck garage entitled "Hurricane Rain" (

If you use the GGA after you finish Rain Dancing then you limit your
opponent's choices. (Mime Walling, Alakazam Swapping, Other Blastoises
Dancing.) This allows you to get out 'Stoise and keep other PKMN Power
