 I want this to overpower by building lots of anger really fast. I also want
to use attacks for a secondary method of victory.

Well, first lets start with your personality. You see, Vinegar is not the best personality for what you want this deck to do. You might want to switch him with either Frieza (Trunks Saga), King Cold (Trunks Saga), or Android 17 (Android Saga, or if you wait a couple of mounths, you can use the stage 1 Android 17 from the Android Saga and use stage 2, 3, and maybe 4 from the upcoming Cell Saga, which would give you a really good personality). You might also want to change your Piccolo ally to his stage 1 from the
Android Saga. Another thing I see is your drills. You have to many drills with Red in thier name in your deck, this is bad, since you can only put one out at a time. I suggest that you get rid of you Red Hunting Drill and Red Life Attacking Drill from your deck. Also get rid of your Garlic Jr.'s Black Water Mist. Now, add 2 Krillin's Drill (+ 1 Life Card with each successful attack. More than 1 of these drills may be out at the same time. Saiyan Saga.)
and add a Red Style Mastery (Once per combat, you may remove the top card from your discard pile from the game. If you do, raise your anger +1. If that card is a Red style card, raise your anger +2.) Now, the Red Style Mastery will be a little tricky to find. I
only have an Orange Style Mastery myself. 

This should improve your deck. The rest of your deck looks pretty evened out. I hope I helped out as much as possible.
