If this card is in your Graveyard during your Standby Phase and there are no Spell or Trap Cards on your side of the field, you can Special Summon this card to your side of the field. This effect cannot be activated if there is a face-up "Treeborn Frog" on your side of the field.

Remember when Treeborn Frog was an absolute thorn in your side in things like Monarch control?  Treeborn Frog is not Limited at all anymore, and in most cases, that usually means said card isn't any good anymore.  I don't think that's the case here.
 
Treeborn Frog is easily as good as it ever was, maybe even better, but the environment is very anti Treeborn Frog.  The game has completely dissolved away from Tribute monsters making a card, even as good as Treeborn Frog, obsolete. 
 
With Synchro being the only way people destroy you, it's a sad day for our amphibious friend.  As you should know, if in the Graveyard during your Standby Phase, and you control no Magic or Trap cards, you can Special Summon Treeborn Frog, so long as you don't control a face-up one all ready.
 
Treeborn Frog is obviously built specifically for a Deck using Tributes, maybe a few more than normal, although admittantly, a few would be more than none or one these days.  Really he's just for fun, and nostalgia value.  Again, that being sad, he's good at what he does.

Treeborn Frog is back at 3... which doesn't really mean much. With Substitoad gone, Frogs have gotten (even) worse. Monarchs are never actually a good deck; they're only used at the start of each format, when people don't know what else to use, like Gladiator Beasts that don't stay. A Monarch deck can only deal with so many threats, and can only take them out at a leisurely pace. 

Even at 3, you can only use one Treeborn Frog at a time. You will hardly ever see it at 3, sometimes at 2, but more commonly at 1, because only 1 can be effective at a time. That being said, it's still great for Synchro decks and decks that use Tributes, although there are more effective ways carry out those strategies.
