Place 1 Ocean Counter on this card during each player's Standby Phases. When this card is removed from the field, all Fish-Type and Sea Serpent-Type monsters you control gain 200 ATK for each Ocean Counter on this card, until the End Phase.

The Dragon Dwelling in the Deep looks freaking amazing...unfortunately, he is not the most amazing of cards.  We have a Level 4, Water attributed, Sea Serpent with 1400 attack, which is decent, and 1400 defense.
 
Now, during each player's Standby Phase, you place an Ocean Counter on this card, which is good.  It adds a little speed to this card.  When The Dragon Dwelling in the Deep is removed from the Field, all Fish and Sea Serpent monsters you control gain 200 attack for each Ocean Counter on this card until the End Phase...
 
Now we see just how unplayable this card is...200 attack per counter, likely looking at 2, maybe 3, so a 400 attack boost (maybe 600) until the End Phase?  If this were permanent, maybe it might see play...maybe.  Furthermore, why is this Dragon dwelling in the Water???

The Dragon Dwelling in the Deep …

 

Meh. 1700 Atk. 4 Stars. It gets ‘cute’ points for being a Sea Serpent – one of the tragically least supported monster types. (support usually comes in relation to their  ‘Water’ attribute). But other than that – does it actually DO anything? Well generating counters on each player’s standby phase is ok … so if it survives your opponent’s 1st and 2nd turn while it is on the field – by the time play returns to u it will have lasted 4 standby phases and created 4 counters … Then u tribute it or something and all Fish and Sea Serpent monsters will get the benefit of a 200 ATK boost for each one of those counters, putting them at a whopping +800 ATK points … *cough* …. Till the end of the turn … *cough* *cough* … Oh boy. All that work for nothing. And this is provided u even get to remove 3D from the field at the time of YOUR choosing. If u lose him on your opponent’s turn, u wont get to press any attack forward with your temporarily souped up sea creatures. A simple solidarity will give all your monsters that same +800 boost we spoke of, without the need of the buildup (provided that u are playing only Fish or only Sea Serpents), and the boost won’t just go away at the end of the turn.

 

Yeah, this is almost as bad a monster as u will find these days …

Greg The Dragon Dwelling in the Deep:

     It's cool that they are giving us more water monsters in the Fish and Sea-Serpent categories, but couldn't they be good?  This card's effect is WAY too complicated for the lousy 400 (you will be lucky to get any more) atk point boost you are going to get out of it.  Wouldn't using something like Solidarity be more practical then trying to find some ridiculous way of using this card in a combo?  Please stop giving us this junk oh great makers of the cards... PLEASE!

The Dragon Dwelling in the Deep… isn’t a Dragon.  It’s a Water/Sea Serpent and reminds me how badly the taxonomy of Yu-Gi-Oh fails.  This is a Level 4 monster with 1700 ATK and 1400 DEF.  Sea Serpents were almost non-existent so this card has a good chance of being played in a Sea Serpent deck so long as the effect doesn’t ruin it. 

The effect… doesn’t ruin it, but it certainly doesn’t help a whole lot.  During each Standby Phase it gets an Ocean Counter.  When this card is removed from the field, all Fish and Sea Serpent monsters get +200 per Ocean Counter until the End Phase.  So basically we have a monster that when you lose it or use it up can give a small ATK boost to a restricted group.  You could use it with Forgotten Temple of the Deep to constantly burn your two Ocean Counters for a 400 ATK boost. 

Short and sweet: use this if you need to flesh out a Sea Serpent themed deck.  Thing is, even with their tiny monster pool I’d rather use Spined Gillman: after its effect boost itself, it shoots up to 1700, is Level 3, and boosts the ATK of all Fish, Sea Serpent, and Aqua Type monsters by 400.

Friday- The Dragon Dwelling in the Deep
 
In this state of the game, monsters simply don't last long enough on the field to lead to effects like "The Dragon Dwelling in the Deep" and "Shield Worm" having much use. It's exceedingly rare to have more than three monsters on the field in any competitive duel.
 
The artwork is nice but design simply has to realize that you're not going to pull off ridiculous chains involving four or more monsters all gaining ATK through three Ocean Counters that have built up over three Standby Phases. That is, unless your opponent is just drawing and passing three turns in a row.
