If you control "Toon World": Target 1 face-up monster your opponent controls; Special Summon 1 Toon monster from your hand or Deck, whose Level is less than or equal to the Level/Rank of that monster, ignoring its Summoning conditions.

Toon Mask
 
This card is no powerhouse but it can help the consistency of the deck.  The downside is that you have to wait a turn to summon a Toon monster (and that there isn't a wide selection of good Toon monsters to begin with).  But it does remove the summoning sickness from some of the Toon monsters, and it lets you pick whatever Toon monster you want (depending on what your opponent has on the field).  It helps summon the higher level Toons easier, as well as the lower ones.  It's worth considering for the deck.

Toon Mask is a simple enough, yet useful weapon in the Toon Deck arsenal.  It's a Normal Trap, dependent on you controlling Toon World of course.  It allows you to Special Summon a Toon from your Hand or Deck (after Targeting a Monster your opponent controls) who has a Level or Rank less than or equal to the Monster you selected on the Field.  For another plus, you ignore any Summoning conditions the Monster you choose may have.  This is an easy enough, cost free way to gain a Toon to your Field, and an equally nice 1-for-1.  A couple of these in a Toon Deck is a must.
