When an effect resolves that was activated by your opponent's Effect Monster on the field, they can discard 1 card. If they do not, that effect is negated.

General Raiho of the Ice Barrier, who actually looks like he could be a Warrior, a member of the Six Samurai even...is a Level 6, Water attributed, Warrior type Monster, with 2100 attack and 2300 defense.  Neither of those on their own are going to win you any contests. Now, what happens with Raiho?  When the effect of an opponent's effect Monster resolves, if they can't (or won't) discard a card from their Hand, the effect of said Monster is negated.  Negating effects is usually a good thing, but I don't like the fact we only have a 2100-2300 atk/def respectively behind it.  I don't like that it doesn't destroy.  BUT, I do like in Ice Barrier Lockdown, it is possible for this to work, if you can pull it off.  The big problem is, you aren't guaranteed to get the effect negated, unless you're purposely keeping the opponent's Hand small.

Today’s general is the last of the three, General Raiho of the Ice barrier. He is much better in playability than his counter parts, mainly for the fact that he has a standalone effect that is not archetype specific, and he is easier to summon. He is a level 6 2100 atk, 2300 def, Water, Warrior. His effect (which is passive) states, that during resolution of the effect monster’s effect that has been activated, your opponent can discard one card. If they do not, the effect is negated. This is a terrific card. First of all, in ice barriers, he can be summoned extremely fast with the right combination. Regardless of what deck you are using, he is a great card to use. His initial thing is that he will even out in his effect. You tribute one monster to summon him, and when your opponent uses an effect monster’s effect, such as brionac your opponent either A) Loses a card from their hand or B) loses a (if not more) monster(s) from their field. So he is a pretty solid card. Though, he does have a few weak points. Like the monster has to be on the field, so Reborn Tengu and Glow up bulb still activate. All in all it is a great card in almost any lockdown deck, and is a decent monster in the long run.
