Royal Decree, the Trap version of Jinzo, contradictory as that is. 
Royal Decree is also completely off the List, and again, with good reason.  Similar to the way of Treeborn Frog, Royal Decree isn't all that bad, it's just that the environment doesn't like it.
 
Most people like their Traps, and aren't that big of a fan of a card that prevents them from using things too.  Royal Decree should really only be used in Shutdown and Lockdown Decks, but could still be a fun piece of Tech if you use few to no Traps.

Where to start... "Jinzo in a Can" would be more like it. And once you open that can, a Jinzo pops out. It's great for decks that need cheap protection -- I ran 3 back when DHZ existed and saw some success. Although, 2 legal MST's can go into each deck, Hyunlei and Scrap Dragon love continuous cards and Black Rose Dragon does, too, when they aren't Royal Oppression.

There's very little room for Continuous love in this game. In fact, continuous cards (Fields, Equips and regular Continuous) have gotten worse and worse and worse, and at this rate it doesn't look like they'll ever be good again, aside from the ones that can give an immediate effect or have built-in protection, like Royal Oppression fending off Synchros.

Hey Pojo, Pheano here with another card review for you.
 
            Ok today we will be looking at an amazing card this format, Royal Decree. With Heavy Storm newly banned people feel more freely to set more than one back row card and given the cards that people are setting the majority of them will be traps like Bottomless Trap Hole, Solemn Warning, Trap Stun or something of the like. The only card that is commonly set that Royal Decree can’t stop would be Book Of Moon. So in short in a deck that doesn’t set a lot Royal Decree is amazing given that it will shut your opponent out of 10-12 cards in their deck on average.
 
            So now that you know why its good you need to know what to use it in and against. Royal Decree will be every good against Trap heavy decks like XX-Sabers, Machina Gadgets, Gadget Stun, Gladiator Beast, Light Hero Beat (Gemini), and Infernities. I would not suggest using it against a deck like Blackwings, while they do play a lot of trap if your playing Royal Decree then you won’t have the removal to stop their monsters or their Black Whirlwind plays and Blackwings have a very easy time playing around it. It can be used effectively in Plant Synchro, Absolute Zero, Flamvell, Scraps, Herald Of Perfection and Lightsworns due to the fact that they don’t need to play Traps to win they care more about their own power plays going off more than control.
 
Bottom line:
Royal Decree is amazing this format.
