            Project R has finished its final stage of testing for the third

format we are going to try to get sanctioned. Below are the changes from the

last test version and the completed format. If you have any comments or

Changes in Complete Version

 

1. Fixed text on Forbidden Cards List to improve buffer system and make it

easier to understand and account for future cards that may create "broken

combos".

2. Removed "Emissary of the Afterlife", "Left Arm of the Forbidden One",

"Left Leg of the Forbidden One", "Right Arm of the Forbidden One", "Right Leg of

the Forbidden One", "Fox Fire", "Ultimate Offering", and "Emergency Provisions"

from restriction list

3. Moved "Skill Drain", "Apprentice Magician", and "Exodia the Forbidden One"

to Forbidden Cards

4. Moved "Cyber Stein", "Morphing Jar #2", "Heart of the Underdog", "The Dark

Door", "Magician of Faith", "Mask of Darkness", "Guardian Sphinx" and "D. D.

Borderline" to Limited Cards

5. Moved  "Scapegoat", "Injection Fairy Lily", "Confiscation" and "The

Forceful Sentry" to Semi-Limited Cards

6. Added "Black Ptera" and "Warrior Lady of the Wasteland" to Forbidden Cards

7. Added "Crush Card Virus" to Limited Cards

8. Added "Negate Attack", "Zero Gravity", "Windstorm of Etaqua" and

"Megamorph" to Semi-Limited Cards

9. Changed Name from "Revolution Format" to "Grand Format".

***Only up to 3 Limited Cards and up to 5 Semi-Limited Cards are allowed in

the Deck and Side Deck combined. (For a maximum total of 8 restricted cards in

the Deck and Side Deck combined, not including Forbidden Cards.) In addition,

copies of 1 card from the Forbidden Cards may be used if special conditions

are fulfilled in the construction of the Deck and Side Deck combined.

***Ritual Monsters can be Ritual Summoned (using the appropriate Ritual Spell

Card) from the hand, Deck, or Graveyard. A Ritual Monster can not be offered

as a Tribute for its own Ritual Summon.

***Monsters can be Normal Summoned in face-up Defense Position as well as

Attack Position.

 

*Forbidden Cards* –You cannot use these cards in your Deck and Side Deck

combined unless special conditions are fulfilled. Copies of only 1 card from the

Forbidden Cards List can be used in the Deck and Side Deck combined. (Ex. If

Dark Hole is used, then Last Turn can’t be used)

 

- Apprentice Magician (Up to 3 copies may be used but you can not use in the

Deck and Side Deck combined monsters that are not Spellcaster-Type monsters.)

- Black Luster Soldier - Envoy of the Beginning (1 copy may be used if

Limited Cards are not used in the Deck and Side Deck combined.)

- Black Ptera (Up to 3 copies may be used but you can not use in the Deck and

Side Deck combined cards with effects that include allowing a player to

conduct extra Sets or Normal Summons or to conduct an unlimited number of Special

Summons from hand.) (ex. "Ultimate Offering")

- Butterfly Dagger - Elma (Up to 3 copies may be used but you can not use in

the Deck and Side Deck combined cards with effects that include destroying

Equip Spell Cards when they are equipped to a monster.) (ex. "Gearfried the Iron

Knight")

- Chaos Emperor Dragon - Envoy of the End (1 copy may be used if Limited

Cards are not used in the Deck and Side Deck combined. In addition, cards with

"Dark World" included in their card names can not be used in the Deck and Side

Deck combined.)

- Cyber Dragon (Up to 3 copies may be used if Limited Cards are not used in

the Deck and Side Deck combined.)

- Dark Hole (1 copy may be used if Limited Cards are not used in the Deck and

Side Deck combined.)

- Delinquent Duo (1 copy may be used if no more than 1 Limited Card is used

in the Deck and Side Deck combined.)

- Exchange of the Spirit (1 copy may be used but you can not use in the Deck

and Side Deck combined cards with effects that include picking up cards from

the Deck and/or removing cards in the Graveyard from play.) (ex. "Magical

Merchant")

- Exodia the Forbidden One (Up to 3 copies may be used if Semi-Limited Cards

are not used in the Deck and Side Deck combined. In addition, you can not use

in the Deck and Side Deck combined cards with effects that include moving one

or more cards from your Deck, Graveyard, or cards removed from play to your

hand other than by drawing.) (ex. "Backup Soldier")

- Fiber Jar (1 copy may be used if Limited Cards are not used in the Deck and

Side Deck combined.)

- Heart of the Underdog (1 copy may be used but you can not use in the Deck

and Side Deck combined Level 4 or lower Normal Monsters with ATK values

equaling 1800 or more.) (ex. "Vorse Raider")

- Horus the Black Flame Dragon LV 8 (Up to 3 copies may be used but you can

not use in the Deck and Side Deck combined cards with effects that include

negating the activation and/or effects of Trap Cards.) (ex. "Royal Decree")

- Imperial Order (1 copy may be used if no more than 1 Limited Card is used

in the Deck and Side Deck combined.)

- Last Turn (Up to 3 copies may be used but you can not use in the Deck and

Side Deck combined cards with effects that include the negation or prevention

of Special Summons.) (ex. "Jowgen the Spiritualist")

- Magical Scientist (Up to 3 copies may be used if Limited Cards are not used

in the Deck and Side Deck combined. In addition, you can not use in the Deck

and Side Deck combined cards with effects that include Tributing monsters to

inflict Direct Damage to Life Points or Tributing monsters to increase Life

Points.) (ex. "Catapult Turtle")

- Manticore of Darkness (Up to 3 copies may be used but you can not use in

the Deck and Side Deck combined cards with effects that would activate when a

monster is Special Summoned from the Graveyard.) (ex. "Card of Safe Return")

- Mirage of Nightmare (1 copy may be used if Limited Cards are not used in
