The way the banlist SHOULD be-Chaosmech

Hey everyone! Chaosmech here again.
Ok, I know there have been many complaints about the new banlist, mine among

them. So I wanted to bring to you all an idea I had a few weeks ago.
It seems that Konami goes overboard limiting good combos. Remember Mirage of

Nightmare? When it wasn't banned, Emergency Provisions wasn't even limited!
But guess what? As soon as Mirage of Nightmare was gone, POOF! Emergency Provisions is semi-limited. WTH? I mean, Mirage is GONE. G-O-N-E, gone.
Emergency Provisions isn't as good anymore. Why semi-limit it?
Why is CED banned? Yes, it's powerful, but mostly b/c of the Yata combo. Why

was Book of Taiyou limited until just recently? Because of the mill deck.
Why is Treeborn frog limited now? Because people abuse it with Monarchs. But

while this may help keep Monarch Control from taking over, it also dampens the playability of the Frog deck, which many people were looking forward to.

In their haste to prevent good cards from taking over the game, Konami has also limited the playability of decks that might utilize those cards outside

of the killer combos they are infamous for.

What I propose is what I like to call a "compound" banlist. That is, set a number of conditions for each limited/semi-limited/banned card that would allow a player to maybe choose one or the other, or limit the number of combo cards you could have. For example:

Pot of Avarice
IF:
You have one or less copies of "Magical Merchant" in your deck, you may have three copies of "Pot of Avarice."
You have two copies of "Magical Merchant" in your deck, you may have two copies of "Pot of Avarice."
You have three copies of "Magical Merchant in your deck, you may have one copy of "Pot of Avarice."
You have a copy of "Painful Choice" in your deck, you may have only one copy of "Pot of Avarice."

As you can see, this limits the usefulness of the Merchant-Pot combo that makes or breaks the MPT (merchant-pot-turbo) deck. While Magical Merchant isn't powerful in and of itself to limit, its combo with Pot of Avarice makes a great deck, one that is hard to beat. I don't think PoA is good enough to limit by itself, either, but when in a deck with Merchant, then it

is broken. But with this kind of list, Pot of Avarice isn't restricted outside the MPT deck, and it forces the MPT players to balance the power. Do

I go more Merchants, or more Pots? It forces us to think. Also:

You may have only ONE of the following in your deck:
Pot of Greed
Delinquent Duo

This would allow a player to choose one or the other, would allow either to be played, but would prevent the rampant use of 2-for-1's so common in the format before last October 1st. Or something like this:
Mirage of Nightmare:
You may only have one in your deck.
If you choose to have this card in your deck, you may not have more than one copy of "Emergency Provisions" in your deck.

There, that prevents the abuse of the Mirage-Provisions combo while allowing both to be played. Also, now that both Envoys are banned, can we have Painful choice back? Only put a small restriction on it:

Painful Choice:
If this card is in your deck, you may not have more than one copy of "Pot of Avarice" in your deck.

This card would allow combos like BEUD and Dragon's Mirror, and Skull Servant decks, while at the same time, keeping the Envoys out of the picture. Also preventing Pot of Avarice from running wild.

In short, Konami needs to sit down, look at the metagame for both Japan and the U.S. Create a separate banlist for each, one that follows the guidelines

I just discussed. They need to think about why each card is banned/limited, and then, if it's banned b/c it's too powerful by itself, then keep it banned. Otherwise, limit the combo potential. My version:
