Now onto reasons:
Newly Banned Cards: Chaos Sorcerer, Confiscation, Graceful Charity, Mirror Force, The Unhappy Maiden

Chaos Sorcerer: Played too much, and its older brothers are already banned. Deserved a banning.
Confiscation: Hand Disruption is too good in this meta, so it should be banned for that and that it lets you see your opponent's hand.
Graceful: Well we all saw this coming, didn't we? Dark World is too strong with this and 2 DDVs.
Mirror Force: It's time for it to go back on. It'll be off again next year.
The Unhappy Maiden: Like JAELOVE said, it's too powerful to be allowed.

Newly restricted Cards: Bubble Blaster, Butterfly Dagger - Elma, Cyber Dragon, Exchange of the Spirit, Makyura the Destructor, Pot of Greed, Sakuretsu Armor, The Forceful Sentry, Winged Kuriboh, Witch of the Black Forest

Bubble Blaster: You might be thinking, what on earth?, but with 3 morphs and 3 of this, E-Hero Neo Buubbleman might become too powerful.
Butterfly Dagger-Elma: Who cares about OTKs when no one plays them.
Cyber Dragon: This is too powerful and deserves to be restricted.
Exchange: See Butterfly Dagger-Elma
Makyura: See Butterfly Dagger-Elma
Pot: A drawing card that doesn't help Dark World instantly.
Armor: See Cyber Dragon.......
Sentry: We always need one of Deliquent, Confiscation and this.
Winged Kuriboh: JAELOVE mentioned this too, but is not as powerful as its human cousin.
WOTBF: Someone mentioned that you should ban both this and Sangan or limit them both to 1 and I agree with the latter.

Newly Semi-Limited Cards: Mask of Darkness, Last Turn, Last Will, Level Limit - Area B, Reckless Greed

Mask of Darkness: This was a problem in the OCG where they had Victory Dragon. We don't have VD yet.
Last will, Last Turn: See Butterfly Dagger - Elma.
Reckless Greed: Intresting card, but who plays it?
LLAB: The best card made for stall decks, stall needs it back to 2.

Newly not Limited: Time Seal, Drop Off, Limiter Removal,
Metamorphisis, Good Goblin Housekeeping, Upstart Goblin.

Time Seal, Drop Off: See Mask of Darkness Limiter, Morph: Their decks were broken with their restrictions.
Goblin Cards: Not needed on any list as too terrible.
