IOC box scam?

Recently my brother and I got the new IOC boxes. We were so happy because 
we got 6 new packs each and 2 promo cards. When we opened it was didn't 
come with the promo. We were very pissed off but them we thought that it 
may be in the booster packs so we open all 12 of them and found out no 
promo, no holo and two of the pack didn't even have a rare card (silver 
letter). What's up with that!!!!!! All the cards in the pack were nearly 
useless and we can't refund because our parents bought it in Wal-Mart and I 
don't think they will pay us back.
