First you lay the card GRAVITY BIND and INFINITE DISMISSAL face down then 
on your opponents turn activate them so if he/she lays down a monster level 
3 or lower it is sent to the graveyard and if the card is level 4 or higher 
it can't attack.

(INFINITE DISMISSAL)  is a trap card that reads : All monsters of level 3 
or lower that are summoned to the field during this turn( Excluding special
summon) are destroyed at the end phase of this turn.

(GRAVITY BIND) is a trap card that reads : All monsters level 4 or higher 
can't attack.
