Strange RNG shenanigans going on here, but at first glance, it’s a hard +1 with soft advantage of extra trigger chance should you ride it, and if you mill a G3 (haxxy and therefore not something to rely on), you get another +1 for no cost. The second skill…it’s basically just a troll play with Phantom Black for an unblockable attack should you force a mill of a Grade 0, but again, too haxxy to ever depend on, but the probability of a trigger mill is higher since, you know, there’s usually more of those than there are G3s in the deck. Not by that much though.

Build’s interesting for scrub plays, but still isn’t what Megacolony needs.
