The Monarchs Masterplan is a plan indeed for the archetype.
Normal Spell that is a Foolish Burial Goods for your Monarch Spell/Trap cards, enabling them to use their banish abilities or to just set up your grave for future plays. Pantheism of the Monarchs and The Prime Monarch are two of the best Spell/Trap choices you can send with this as Prime works with this card’s banish ability, while Pantheism can get you another Spell/Trap, and now that Pantheism isn’t restricted in any fashion, you aren’t losing out on that awesome discard to draw two first effect. Frost Blast of the Monarchs can add back a Monarch Spell/Trap from the Graveyard while also destroying a set card on your opponent’s field, and The Monarchs Revolt can be banished to Special Summon one of your 800/1000 helpers from the hand.
Now comes the fun part of this card. If you were to banish The Monarchs Masterplan, you can search one of your 2400/1000 monsters from the Deck or add back from the grave and then Normal Summon them if they happen to be a Monarch. Yes, you have to match an Attribute on the opponent’s field, but Zaborg is a LIGHT, Caius is a DARK and those are the two most supported Attributes in the game. It would be off to the races if you could go after the 2800ATK Monarchs but this is a callback to the originals. Best way of using this is to banish The Monarchs Masterplan with The Prime Monarch in your grave to get the tribute fodder to your side and then search your target and fire at will. Zaborg and Caius are the most impactful OG Monarch monsters currently that you can have consistent success with.
Foolish Burial Goods is always good in an archetype that has Spell/Traps with banish abilities. Combine that with a card or two that can interact with your opponent on their turn, and you’ve got something going. This does force you to play a few one-monster Tributes that align with this card’s second effect, but like I said, Caius and Zaborg will always have some ability to play because of their removal potential and alignment with DARK and LIGHT. Raiza is playable too, but I’m not sure how consistent picking a WIND monster your opponent may summon will be versus LIGHT or DARK.

The backrow being important for Monarchs and their modern strategy, of course we had to get some new Spells and Traps, so now we have an archetypal Foolish Burial Goods in The Monarchs Masterplan.
Masterplan is a Normal Spell that sends any Monarch Spell/Trap directly from the Deck to the graveyard, likely putting Pantheism of the Monarchs in the grave for more searching or The Prime Monarch into the grave for your consistent tribute fodder every turn, otherwise you’ll likely just put something in there you can instantly recover. The interesting effect comes when this card is banished, which is likely through The Prime Monarch, letting you target a face-up monster the opponent controls to add a monster with the same Attribute with 2400 ATK and 1000 DEF from your Deck to your hand, then you can apply the effect where immediately after this effect resolves, you can Normal Summon a Zaborg the Thunder Monarch, Mobius the Frost Monarch, Thestalos the Firestorm Monarch, Granmarg the Rock Monarch, Raiza the Storm Monarch, or Caius the Shadow Monarch. The search targets are mostly the old Monarchs anyways, though there are a few new LIGHT/DARK Monarchs you can search along with Majesty’s Fiend. Some Monarchs might not be good against the Decks of the varying Attributes, though. You could be running Mobius against a WATER Deck with a lack of backrow or Granmarg against an EARTH Deck not setting many cards, but Zaborg, Thestalos, Raiza, and Caius should universally be good against anything. It’s cute that it gives you an incentive to run these old Monarchs, though the unreliability might make them Side Deck techs at the best. Only the second effect is a HOPT, which is fine. It does help boost Monarch consistency a bit by giving you access to putting the Spells/Traps you want in the graveyard in there while also giving new life to the old Monarchs. Solid addition to the Deck.
As for Genesys, the weaker format should help make the older Monarchs more viable to run, though some still remain better than others.

Not to be confused with a certain Spyral card that really should be unbanned by now, today’s card is The Monarchs Masterplan, a Normal Spell that you can search with your typical Monarch searchers, along with the new monster we’ll get to later this week. Masterplan has 2 effects, the first weirdly enough not being once per turn, letting you send any Monarch Spell or Trap to the Graveyard. Your main target is Pantheism of the Monarchs, since you’ll be able to use its Graveyard effect to get to The Monarchs Revolt, one of your main combo pieces, but another good target is The Prime Monarch since it gets you a free body and sets up Masterplan’s other effect. This effect actually is once per turn, triggering if it’s banished (again, likely from The Prime Monarch) and has a few layers to it. First, you’ll target a face-up monster your opponent controls, then either search or recycle a monster from your Graveyard that has the same Attribute and 2400 attack and 1000 defense (which basically means, search a mini-Monarch with the same Attribute as one of your opponent’s monsters). Then, you can optionally immediately Normal Summon Zaborg the Thunder Monarch, Mobius the Frost Monarch, Thestalos the Firestorm Monarch, Granmarg the Rock Monarch, Raiza the Storm Monarch, or Caius the Shadow Monarch from your hand. This is meant to combo with the new Monarch monster so that you can actually choose what you can summon– Caius the Shadow Monarch and Raiza the Storm Monarch are the most versatile, but if you run the others, use them as you please! If you set up right and have access to The Monarchs Stormforth, you’ll be able to chew through boards in no time going second. In any case, this effect won’t come up very often; again, you’ll mainly be using it to dump Pantheism to search Revolt, because every bit of consistency helps in a deck full of house builders.
