Ability: Once per turn before you give this ship an action, roll a d6.
On a 5 or 6, this ship may be given the same action twice. This ship’s
crew cannot be eliminated unless she sinks.

If you like the SAT (same action twice) ability, this crew is a good
value. SAT crew usually go for 3 points, and the USA's crew-protector,
Hacksaw Riley, costs 5. So Capt. Mays saves you a point and a cargo
space, and that's good.

You'll want him on a big ship with multiple crew to protect, and where
the SAT can be especially devastating. Unfortunately, Mays' cost may
keep you from putting as many crew on that big ship as you'd like, since
total crew cost can't exceed the cost of the ship. Ruth Lee can help
with that by reducing each crew's cost by 1, or you can stick to
expensive five-masted ships like the USS Stephens or the original
Constitution. The fact that he can link to any USA ship is a bonus; he
effectively takes up no cargo space.

With one very useful ability and one pretty-good one for a discounted
price, I'll give Montana Mays slightly above-average marks. He's
certainly a better value than the original Montana Mays, who gave a
possible second action and a boarding bonus for the same point cost.
He'd get a four if he wasn't so expensive.

Ability: This ship may move and shoot using the same move action. This
ship gets +1 to her boarding rolls. She gets +2 instead if her opponent
is a sea monster.

Move/shoot plus something else is one of the most useful crew types, and
there are many in this category. CPO Richard used to be a world-hater;
now he's a Captain plus a sea-monster boarder, which is certainly a step
up in the world. Too bad there's nothing to be gained by boarding most
sea monsters, which carry no crew and no cargo. The boarding bonus
against sea creatures is mostly defensive, in case they board you.

If you're expecting sea monsters, this will be a fine crew to have on
any fighting ship. If you aren't, you'd be better off spending your six
points on Jonathan Haraden, who gives the move/shoot plus a reroll.
Richard is a fair value, but isn't universally useful, or he'd get an
above-average rating.

Sumpbeast Captain Montana Mays
Captain Mays has the lesser Admiral ability. This means he is best on a gunship where the same action twice will be a benefit. The “crew protector” ability is best suited to use on an important fighter where your crew gives you the edge in combat and you can’t afford to lose them. His cost is on par with crew of similar abilities. The older version has the greater “admiral” ability and a bonus to boarding. While more useful in some case I think I prefer the More focused Ocean’s Edge version of Captain Montana Mays to the Mysterious islands one. In any case Captain Montana Mays is nothing new but is quite a useful crew 2.5/5.

Master CPO Charles Richard
Master CPO Charles Richard is a named captain with a general +1 to boarding and a +2 against Sea Monsters.
The latter ability is useful in the right situation, but I would prefer to spend my points elsewhere. For example I find the +1 to cannon rolls provided by the old version of this crew more useful. Again Master CPO Charles Richard is bang on for points, it’s the combo that is new. I wouldn’t be tripping over anything to get this common card. If you do use him go all out for ramming and boarding as that’s what he is made for.
Master CPO Charles Richard is worth 2/5 to me.
