Ability: Give this monster a move action, but do not move it. Move any other sea monster instead.

According to the fluff text, Seleucis "now terrorizes ships and lays waste to those who do not respect the sea." Oh, great, a tree-hugger that hugs with tentacles. But I wouldn't antagonize her.

Like all krakens, Seleucis is a ramming and boarding machine. Her speed is a handicap, as with many sea monsters, but not as slow as some.
Should the victim survive her first attack, her "cannons" are more than good enough to finish off any average-sized ship. Her ability of sea-monster control is a new one, rife with possibilities.

You could use her as one of a pair of sea monsters, giving up her move to give the other monster a second move (and a second ram and board - ouch!). But two monsters in one fleet would be kind of expensive, unless the second monster is Squalo (9 points) - an interesting combination.
Seleucis would be equally effective as a neutralizer of other people's monsters, moving them away from your ships. Since her price is lower than many monsters, the ability to keep a Tiamat or a Gog-Clocthoth at arm's length could be worth it. But if Seleucis is your only sea monster, and the enemy uses no monsters, her ability is wasted.

I'd say Seleucis is a bit better than the typical monster, and about average when compared to ships of similar cost.
