Ahh, the Franklin. My very favorite ship of all. The hitman of the seven seas. Where do I start?

Well, don't waste her on gold gathering, that's for sure. S+S isn't fast enough. Add a Helmsman and your speed is good, but you're down to 3 cargo, and there are plenty of ships that can bring in more than 3 cargo for less than 13 points. She'd do better at ramming and boarding; four masts will usually give you a win against the 2-masted ships that populate most fleets. But this ship's purpose is to fight.

I have to chuckle at the "If this ship has a Captain" part. Who would ever use a ship like this without one? As she is, she has a 268% chance of scoring a cannon hit; that means you can count on two hits per battle, with a good chance of a third. With the Captain, you not only get the move/shoot, but the cannons become effectively one-rank, and the ship's combat odds rise to 333% (three hits almost every time). You might as well stick a Captain counter to the Franklin's deck plate with Velcro; I can't imagine a reason why you'd use this ship without one.

You'll almost certainly want to add a Helmsman as well, so she can get into the fight. That's 18 points total, the cost of the feared HMS Leicester with no crew, but teh Franklin will have higher speed and much better gunnery odds. The only drawback is that all her cannons are S range, but if you use a Helmsman, the S+S+S speed should bring you within S range of almost any target. You'll still have two cargo spaces free, either for the fruits of boarding actions or for crew like Commander Albert Crenshaw (all ship's guns have L range).

This ship was available only in the special-edition Revolution boxes, so she may not be easy to find. I've never seen her for sale in any of the on-line shops that sell Pirates singles.

Recommendation: get this ship into the thick of the fighting and keep her there. 13 points is a small price to pay for four good cannons, and with a Captain, the ship becomes [I know this word is overused, but it applies here] awesome.

Can you tell I like this ship?
