This is one of the new Experienced Neopets (also Buzz Bully, Mutant Grundo, & Cybunny Scout) that can help boost other contests at the risk of having to leave him tapped. Is this ability all it's cracked up to be? Well, almost. :P Don't get me wrong, when things work out this guy is great (and so are the other guys with similar abilities). But, there is a lot of room for problems to develop, and we don't like problems.

In order for the +4 to be effective, you shouldn't be any more than 2 stat points away in the arena of your contest (in this case, intelligence). If your opponent is ahead by more than 2, even by adding 4, you have a significant chance of losing, and the cost is two tapped neopets (one for the contest, and the Kougra Scientist). If you're ahead by more than 2 already, boosting isn't going to boost your chances of winning much more, and again, it probably isn't worth the risk. If you're -2,-1,0,+1,+2, it might be worth it. I'll have to look at the exact math later.

Another drawback is that Kougra Scientist is only mediocre in 2 arenas, intelligence and agility. Since intelligence will be covered by whatever pet you'll be boosting, you'll likely want this guy in agility. 10 is not very good for an Experienced in Agility.

So with all the downsides, why are the pets with these abilities considered so good? Well, it is believed that you may be able to use their boosting ability during your opponent's turn (assuming they're untapped on your opponent's turn). If so, +4 could really up your odds of successfully defending the arena. Rocket boots anyone?

He's not too bad, but not too hot either. The ability is worth playtesting, but beware the drawbacks. He scores a 3.6 of 5.

Well this is an interesting card.I havent seen too many good Experienced neopets that do well in the intelegence arena lately. I find intelegence/book decks very hard to play and this guy makes them better. I dont see alot of these decks so i would probably wouldnt be so scared about the keep tapped or untap rule, sence most likely you'll win the contest. Im gonna keep this nice and simple for today.
