Water/Wind Deck

Hey there. I'm a pretty new player and would like a nice tourny deck to play with. My theme is Water/Wind. Also, I'm getting an Orochimaru (EYL) with all his jutsus (mainly reanimation) soon and I hope to include him in the deck, so any suggestions on changes that would make him playable would also be great. Hope you can help and thanks alot!

First off, let me mention that I am quite fond of Water/Wind, as it was my first competitive deck build for Naruto. :) As such, I am well prepared to give you a solid yet friendly build for the deck. My first main tip for you is to definitely avoid all the single copies of cards you have. It decreases your odds of drawing any particular card and makes the deck terribly inconsistent and slow. Also, I will focus up your strategy and strip the deck of cards that only hinder it, such as the 4-man squads without hardly any fire cards in the deck.
