Milotic V is our card for today, and I’m unfortunately in a rush, so pardon this abridged review.  This card received a little hype before Rebel Clash’s release.  The reason for that is its “Aqua Impact” attack.   It requires [WCC] so it isn’t easy to use quickly without resorting to something like Frosmoth or (I guess) Welder.  What it does is 10 damage plus 50 per [C] in the Retreat Cost of your opponent’s Active.  It is not the printed cost that matters, but the effective one…

…which means you can spike your damage through stuff like Galar Mine and Absol (TEU), can chip in.  Unfortunately, that is only 110 damage (160 against Basics), assuming they don’t have Retreat Cost lowering effects.  Cards that subtract from Retreat Costs apply, so an opponent with Air Balloon takes 100 less damage (minimum 10).  Effects which set Retreat Costs to zero, however, are like multiplying by zero… you’re just doing the base 10 damage.

Expanded adds more combo options, but also more counters (hello, Float Stone).  Should be decent in the Limited Format; solid HP, though a bit slow to start attacking.  In all Formats, you could use the second attack, but 150 plus Sleep for [WCCC] ain’t exactly a bargain.  Mostly, it means you can try and add an extra Energy to swing for decent damage when you do encounter something with a low Retreat Cost.

When this card was first leaked in Japan, the metagame had more [W] Weakness and maybe skewed higher in terms of Retreat Costs.  Oh, and we were still expecting Frosmoth to be a major presence.  None of that came true, but there really is some potential here, and since I scored it in an abridged review, I’m being generous.
