This is...weird. The tension of this spell is that you want to have large nonartifact spells to cast with it (like Eldrazi or colored bombs), but Improvise asks for artifacts. The upside is undeniable, especially if you're coupling artifacts with colorless Eldrazi or planeswalkers, but it asks for a lot in deckbuilding.

Inspiring Statuary has potential, but it's a weird card to try and build around, especially since it does little on its own. It seems like it's most at home if you have a slew of artifact token generators and spells to cast using them. I can see the upside, but it's more untapped potential than anything else.

This card promises some pretty crazy things. Warp World for three mana? Time Stretch for two? Entwined Temporal Cascade with a seven-mana discount? All as long as you play enough artifacts. The nature of casual Magic and Commander means that you could simply play mana artifacts and accelerate into such craziness, but the Statuary gives an extra dimension to cards like Nuisance Engine and Sharding Sphinx, and that's a good thing - Magic is much more fun when it's about more than just numbers.
