It's Icy Manipulator! But for cheaper! Oh, and
only white decks can play it. Um, yay? If you're
playing white and want to lock down your
opponent's cards, this will do perfectly.
Kithkin will probably like it.
If you had told me a year ago that booster packs
would contain an artifact with two white mana in
its casting cost, I would have replied "Oh, so
the sequel to Unglued and Unhinged is coming
out?" I'm still not sure why it couldn't have
been an enchantment, but Scepter of Dominance is
still pretty neat. The cost is pretty cheap, it
doesn't kill things like Yosei that you don't
want to kill, and you can even lock down Garruk
Wildspeaker if you need to for some unknown
reason.
Constructed:
A real sleeper card. Should see it shine in
Block with Stoic Angel.
Casual:
Another tapper for white.
Limited:
This is a great card to pick first. It was past
to me from 3 players in a SSC draft. Let's just
say when it hit the table I won each game. In
fact I won the whole draft.
Multiplayer:
More of a bother than fun.
Overall a great card that has yet to see some
serious play.
