Wings of Velis Vel

A Giant Growth effect?  In blue?  And it grants flying?  Yes, it says "becomes 4/4", not "+4/+4", but that will still turn most creatures into bigger flyers, and allow some punishing blocks.  Then there's the creature type ability, which is more often helpful than hurtful, but even without it, this is probably one of the most potent blue instants in Standard today.

Friday - Wings of Velis Vel

I'm not sure why you would want to play this in constructed, as it's a temporary effect that doesn't really do a whole lot. Sure, it can provide you with a creature of any type you might need, but only for one turn. If you're looking for a changeling, play a good changeling card instead. The one saving grace is that this card is a blue combat trick, but blue doesn't need combat tricks in casual or tournament.

In limited, however, this is a solid card. You can save or pump a guy, and provide tribal support for a turn if you even need that. This is mostly good for the pump and flying, though.

Wings of Velis Vel

This is an interesting card, if only because there are not very many cards that actually set a creature's power and toughness to a specific value. It can make for some large surprise hits ("My Riptide Pilferer is a 4/4 now!") and in limited it sometimes makes creatures smaller than they usually are. The funniest play I ever saw with Wings of Velis Vel was at the Lorwyn Sneak Peek; I attacked with a Changeling Titan, my opponent blocked with a Shapesharer, made it become a copy of the Titan, and then played Wings of Velis Vel on the Titan to make it a 4/4 being blocked by a 7/7. In constructed play, you probably have better options, but keep in mind that this card is more versatile than it looks at first.

Wings of Velis Vel

I like this card because of its changeling and how it gives changeling. It has tons of combo because it is changeling and it can mess up many combos because it grants changeling. It's also a nice combat trick for blue as it can become a Giant Growth and Jump for 1U.

In casual, it's good for tribal, and fighting against tribal.

In limited, this combat trick kills their best flier.
