The first time I drafted Scourge, this guy seemed pretty unassuming. At first glance, you don't realize that he really is a 2/3.  I passed on it the first time it went by, and it came back around, so I took it then. I ended up going heavy white, with a fair number of soldiers, and ended up with 2 of these guys....dude! This guy was pretty house. He's a bit late coming out, but suddenly, my weenie 1/1 healers and bigger bird soldiers became really big. When I got the 2nd one down, opponents were jumping through hoops to off these guys.

So, though I don't see him making constructed decks due to a steep cost, in limited I'll say he's better than he looks if you're going soldiers.

Judge Bill

In constructed, this guy may seem good, but all he is is a 2/3 for 4. Nothing special, and the bonus and cost reduction don't really help when it comes out this late. There are probably many other better soldiers for a deck.
 
In limited, he's OK. If you're drafting the soldier tribe, let him come to you, because he's not that special to anyone else, and will most likely go all the way around aNd back to you.

Daru Warchief is pretty decent even if he is just above the ideal mana curve for White Weenie. The pump ability is strong and about what one would expect in an enchantment for the same cost. The only downside, depending on format, is that the pump isn't enough to protect him from a bolt.

Constructed - A solid pick for White Weenie decks and a must for Soldier theme decks, not as good as his Goblin counterpart - 2.75

Limited - Not a horrible drop but not a great one either, kind of nice for the high cost Bird Soldiers out there though - 2.25

PEZ - Maybe decent but there is a lot in this environment to take him out - 2.25

I can personally attest to this guy being extremely strong in a soldier
heavy deck in limited.  And if you've got a few bird soldiers too... look
out.  4 mana is a bit pricey for the effect in constructed though,  so
unless he's in an odd mobilization deck, I don't expect him to see much use
there.
