The first thing to remember about this card is that it can grab from ANY graveyard, and be used as soon as it comes into play.  This is a pretty strong ability, but the question is how useful is it?  Things have to die for this to be useful.  Plus, mass removal REALLY hurts this thing from going off.  I think you'll find this is not much of a constructed card.

Limited, though, this thing can utterly rock the house.  Could provide infinite chump blocking, provided you can get 5 zombies.  I'm not sure that will be THAT hard in Onslaught limited.

Judge Bill

Another of the tribal cards that seem to be creeping up on Fridays. First, you can take a creature from any graveyard. So feel free to stael your opponent's creatures. Second, it's reusable.
 
Having said that, it costs 5 mana to play. This means it is right out in constructed, as it is too slow.
 
In limited, however, if you are able to get 7+ Zombies, I'd start this. Theres a lot you can do in that situation. Keep in mind that this is a zombie itself, so you only need 4 other to activate its ability.

I generally like the new cycle of Lords but this one seems to be a little weak compared to others. First it is really expensive to cast at 4BB there are just so many better black cards you could use that I don't see this making the cut. Secondly it's ability to bring a creature back to play by tapping 5 Goblins is an effect you can get cheaper and easier with cards like Stitch Together and Zombify. Additionally if you are playing the type of black deck that casts five Zombies you should be using them to smack your opponent in the dome not tapping them for recursion.
 
As a side note if this ability was tap 5 Goblins drain your opponent for 5 life, this would be a much more usable card.

Limited: 6 mana for a 3/3 is waaayyy too much - your unlikely to have 5 zombies in your deck, let alone have them in play at the same time. A 1 in limited. 

Constructed: Its too expensive and its activation cost is too high as well. All I can think of is some kind of combo with zombie infestation (discarding beefy creatures to the infestation then bringing 'em back) although you'd probably need some kind of card drawing (eg deep analysis or obsessive search) to keep it going. Overall though, I'd give this card a 2.

I'm not sure I like this card.  You have to have several other Zombies in the deck or a way to make them, to make use of this card.  It's also fairl yhigh cost to play.

On the other hand it could be great in limited.  Also, it may be bale to pull some weight in the future extended environment.  Only time will tell.
