Judge Bill

This was really needed this past year. With the 10 pain lands and the tap lands, this could have screwed over many a deck. However, unless the Apocalypse pain lands are in 8th, this won't be good for anything but Extended play, as I don't see enough pain land to make this worthwile.
 
In limited, this is utter crap. You rarely play with anything but basics, so unless you need em for a set of 4, let it drop to about the 12th pick, where it will be rare-drafted.

Blood moon:

IMO, shafting non-basic lands is going to be more of a sideboard strategy. By the time you play blood moon your opponent probably has too many ways to deal with it. Blue, green and white all have ways to stop blood moon (bounce, naturalize and disenchant respectively) and your only going to really hurt decks that rely on non-basic lands for mana so that leaves only R/B decks susceptible.

The only other option I can see is combining blood moon with mountainwalk and although I’m tempted to try this deck just to see my opponent get killed by a herd of mointain goats, I don’t see this being a serious tournament contender. A 2 in constructed.

Not enough non-basic lands in limited. A 1. Was Dwarven miner better? Probably. Why didn’t people pick it? I don’t know.
