This was brought up to Score, and when Buu Saga was released, Score errataed both 
Majin Buu Level 4 and Krillin, Z Warrior Level 2 to have a Power, not a Constant 
Combat Power.

The CRD has a lot of rulings so be sure to check it out.

Before, as a CCP, you would be able to use it as many times as you wanted, but of 
course that wouldn't be fair. After a few people caught it, it was quickly changed 
to a Power, and thus it would be the normal once per combat.

If you notice the gametext you gave me not on the card says:
Power: Shuffle the top 8 cards of your discard pile into your Life Deck.
